On September 2nd, the Ministry of Industry and Information Technology publicly solicited opinions on the "Implementation Plan for Digital Transformation of Light Industry (Draft for Comments)" (hereinafter referred to as the "Implementation Plan").

The Implementation Plan proposes the goal of achieving full coverage of digital transformation in light industry backbone enterprises by 2027. Mature and easy-to-use digital solutions will be more widely applied, advanced and applicable digital transformation standards will be more widely implemented, the research and development supply capacity of high-quality and high priced intelligent products will be significantly enhanced, and significant results will be achieved in the digital transformation of light industry.

Specifically, this includes target plans such as achieving a 90% penetration rate of digital R&D and design tools for key light industry enterprises, creating around 100 mature and easy-to-use digital scene solutions, and revising over 100 national, industry, and group standards for basic commonalities, scene applications, and terminal products. The Implementation Plan also proposes that by 2030, light industry enterprises above designated size will generally implement digital transformation, with more diverse digital transformation scenarios, basic improvement of technical service systems and standard support systems, and the construction of a digital ecosystem that deeply empowers light industry through "smart transformation to digital networking". The digitalization, networking, and intelligence levels of light industry will be significantly improved.

It is worth noting that the Implementation Plan proposes to implement large-scale digital transformation and updating of equipment. Develop a guide for updating equipment in the light industry, promoting the digital transformation and upgrading of key equipment and processes in industries such as home appliances, leather, papermaking, hardware products, plastic products, bicycles/electric bicycles, etc. Promote the application of industrial control systems such as programmable logic controllers (PLCs) and distributed control systems (DCS), as well as intelligent equipment and industrial software such as industrial robots, intelligent detection equipment, and manufacturing execution systems (MES). Support the transformation and upgrading of enterprise internal and external networks, accelerate the application of network communication technologies such as 5G, industrial optical network, IPv6, etc. Establish and improve network security and data security protection mechanisms.

The "Implementation Plan" has set up a column for the large-scale digital transformation and update of equipment, implementing the digital transformation and upgrading project, specifically involving the household appliance industry, furniture industry, hardware products industry, paper industry, daily chemical industry, bicycle/electric bicycle industry, leather industry, plastic products industry, battery industry, lighting industry, totaling ten major industry sectors.
